Sovereign AI

Sovereign AI is a contested term generally describing a nation’s ability or efforts to develop, deploy, and govern Artificial Intelligence with substantial domestic control and strategic agency. It has no single agreed definition and is commonly understood as a spectrum of control rather than complete technological self-sufficiency. Common dimensions include computing infrastructure, data, models such as Large Language Models, operations, talent, and governance, but no fixed set of components is required. Initiatives may pursue digital autonomy, national security, and economic competitiveness through state-backed investment in High-Performance Computing, domestic GPU clusters, locally developed Foundation Models, and Datasets reflecting national languages and cultures while meeting applicable legal requirements. Strengthening domestic Cloud Computing ecosystems can increase control, resilience, and access across the Machine Learning lifecycle without making that lifecycle fully self-sustaining. Strategic diversification and reduced critical dependence on foreign suppliers may support these goals, but domestic ownership of every technology is not necessary: international suppliers such as NVIDIA, OpenAI, Google DeepMind, and Anthropic may participate where contractual, technical, operational, and legal arrangements preserve appropriate domestic control. Sovereign AI is broader than Data Sovereignty, which concerns control over data, including where it is stored and processed and which legal jurisdiction governs it; using foreign technology does not inherently defeat that control.
